Are two frenulum under upper lip normal? Asking for daughter 8 year old

Kindly send the pic of the issue. It would be very irresponsible on my part to give advice or treatment based on clinical information which i find insufficient. We need a complete clinical history and a clinical examination in a clinic to arrive at a conclusion. Do visit a pedodontist at the earliest for the same.
