Don’t know if I’m pregnant or not

I had sex about 3 weeks ago and lately I’ve been very tired and bleeding lightly sometimes and today I felt kind of dizzy/tired like kind of a hyperventilating feeling but I wasn’t my blood pressure was fine and so was my heart beat I’ve taken 2 pregnancy tests and they came back negative but that was during the 2 and 3 week
