Hi doc can i give cow milk with biscuit to my 1 year old baby in a snack time Please suggest me as many of my friends give their babies but i want to take pediatric advice

I would rather advise against it.
Biscuits can be the reason child may not gain weight and some may become overweight. Also it lacks nutritive value. It can be the reason for cough and if the child has a cough it may prolong it.
Dairy milk you can start after 1 year. Pasturised milk only. But keep it around 300 to 500ml only in a day so child remains hungry to eat regular food.
At this age, there is high requirements of protein so prefer pulses on alternate day, eggs, Raab, ragi, shiro etc
