Continuous rash and redness Glans

Asked for Male, 29 Years

Can herpes cause countinuous redness and rash like a year without blister/sores on glans? I know it happens when episode start, but if continuous what is it? This is the question i am asking all the dermatologist/sexologist as i am not getting answer for this.
