Firstly go conservatively. The upper lip is very dry. You need to keep it mosturised all the time. You can apply gylcerine or ghee or butter. This will keep them mosturised for long. Most importantly remember don't make lips wet by tongue this makes them dry fast. Lubricate them with good mosturising glycerine.

Surgically i feel no need to go. Naturally this is a sign of dehydration keep yourself hydrated. Drink lots of water r juices . You can use any lipbalms r best is apply ghee. If you follow these every day gradually your lips become normal. It will take time
