Cerebral palsy is a non progressive condition and affects body movements and coordination. As she is crawling her next development milestone to achieve is walking.
You have to be patient about her. It's a long journey to achieve her milestone and making her independent in activities of daily living.
It will require occupational therapy for achieving her milestone.

For her drooling, it's because of the weakness of oral motor muscles:
1. consult your therapist for the oro-motor massages. You can contact me for the same. I can demonstrate it.
2. if she is independent in sucking liquids, try different resistance straws for sucking liquid. It will strengthen her oro motor muscles.
3. try some blowing exercises as well with her. try blowing pieces of paper as she will enjoy that.

3 years,still didnot walk is a bit delay but happy that she is crawling.Please add note about her other satus like speech,vision etc... does she has any history of epilepsy?

Get a proper protocol of exercises from your near by physiotherapist..and make her do those exercise on daily basis..
Also there are oral motor activities assigned for drooling problems..your physio will demonstrate them better.
