I ovulated on 30th August.My lmp was on 17th August.I took pregnancy test on 17th September and it was positive with light line.
Then Beta HCG was done on 17th September only and the value was 111.5
After 48 hours my beta HCG was repeated i.e on 19th September and the value is only 123.5
Why the value is growing so slowly?

You should get sonography of Lower abdomen done when you are overdue by two weeks
