In my opinion must take a second opinion with a neurologist or Orthopedics who is specialised in spinal problems...get her thoroughly examined...surgery is not the solution...it can be treated by medications and physiotherapy...take care and get well soon
Next Steps
Consult a neurologist immediately

Going by the description of your mother's symptoms, it looks like a Spinal Canal Stenosis. Please take a second opinion from a  Spine Specialist/ Neurologist.
