Baby doesn't move all the time. As of now you don't have to worry Keep observing movements 1 hour after breakfast, lunch and dinner respectively. In left lateral position.

Baby is also a living being . No one (adults)  keeps on moving throughout the day. No adult keeps sleeping either. Similarly babies also have sleep cycles. They move for some time and then they go to sleep. If you can feel occasional baby movements at 25 weeks it is good enough.
