Hello Usually eye (maldeveloped or fully developed) lies below the lids... Surgery is required to expose them But eye may be maldeveloped. There will be amblyopia also even if eye is fully developed... Immediate surgery with follow up is required Having said that, photos of face along with medical records is required to guide you better Regards
