It is not proper to give medicines based on some query and without seeing the patient in person. Surely you can go to a dermatologist and get examined and treated.
The itching and redness around the neck could be allergic or due to some insect bite or fungal infection. It is difficult to differentiate between these based on just description.
Next Steps
If you are married and have regular sex, it would be more better to use regular OCPIlls for preventing pregnancy rather than use 72pill and create problems with your menstrual period cycles.
