The brand recommendations are for dry feed. Soaking is done to aid the pups in digestion as dry feed becomes a little difficult to process in their body. Giving soaked weight would deprive them of necessary nutrition.
You can follow instructions on the pack. But give several small meals during the day to such a young pup
