He itches a lot and has dry skin. Is it ok to apply olive oil or virgin coconut oil on his coat? Also, can we add half spoon of oil to his kibble so he stops itching.
He's very hungry all the time. Our vet had said to give him 50 GMs of kibble.. is that enough? He weighs about 1.7 kilos

You can add salmon oil or omega supplements rich coat supplements to his kibble after getting approval from your current veterinary doctor. As far as the kibble amount, it is based on the breed and age. You have a diet chart behind the pack. It will have an amount needed for 24 hours for your pup. You can follow it.

Adding such oils like olive oil coconut oil or salmon oil in the feed is ok, but considering your pet's size eben half spoon is too much. If your pet seems hungry all the time you can increase it by 10-15 gms. Give fruits, treats that are specifically made for him that too, in moderation.
Regarding the skin concerns, speak to a vet by visiting or starting a consultation so that treatment can be made after thorough examination.
Food quantity always depends upon age and type of Breed and type of food you are giving.. For itchy or Dry skin use some good oatmeal or moisturising shampoo.. consult a Vet to find out is it simple dryskin or any other Pruritic Condition like Scabies Etc..for Coconut oil you can do patch test on skin before applying.you can consider adding fish oil as a food supplement.
